Hello JJ and sorry for my delayed response! I don't want to mislead you on the heat and internet, as I don't know firsthand, but we have acquaintances who recently remodeled an old family home within the old town walls and they have no problems with the internet. Not sure whether they ran into any problems with updating the heating when remodeling, though. 

The off season is much quieter (which we personally love) but there are always at least some restaurants, shops and transport available. For example we were there from just after christmas through late January this year; a lot going on over new year's, then most bars and restaurants closed for a post-holiday break. Still, when we wanted tapas or a meal, there was always something to be found (it's easier if you adapt to Spanish hours, though, e.g. there are lots of places open for lunch, but only a few for dinner). And the big supermarkets (Esclat etc) stay open, no problem there. 

We didn't use the bus this time but I believe the local routes stay running as normal all year round, and the tourist routes (e.g. from Barcelona airport) are reduced but still run every day. And lots of cabs about even in off season, so that's no problem either.

I am coming there in early April to look for a place in Tossa and I feel more hopeful thanks to you.

Wonderful that you're going in April! Sadly I'm working in South America through July so won't be able to visit Tossa this spring (usually I am there May through June). Our next visit will be in early-mid October.
