It's not easy to predict the situation in a few weeks time, as there has been a surge in positive Covid-19 cases since the lockdown rules were removed (&the tourists arrived). So far, the death rate hasn't followed suit, but it's still early. You've probably read that Barcelona and a few other places have been put back to partial lockdown, based on people behaving responsibly. Last weekend, contrary to the public health advice, masses of Barcelona residents drove to their second properties on the coast. (A traffic survey showed that this was only 10% less than the same weekend last year.) Clearly, if the infection rate in the coastal towns goes up because of this, stronger measures will have to be taken. (Blanes might also be more vulnerable than further North, where I live.)
At the moment, outside the specific places with particular problems, almost everything is open, but masks must be worn most of the time when you're away from home. (Mercadona sell an effective mask for €6 for a 10-pack.) The main exceptions to the mask rule are when eating or drinking, but only when sitting down. You must put your mask back on if you're moving around. Exercising & swimming are also exceptions to the mask rule, as is sunbathing and medical requirements. Most people don't wear masks to drive, but you are supposed to if you are driving non-family.
