I live a few kms. from Perelada and use the Movistar (Telefonica) 4G network for my Internet & phone connections. (Perelada shows similar good 4G coverage to that whereI live.) It's very expensive compared with most advanced countries and I would give it a 'good' rating. (i.e. neither 'very good' nor 'excellent') My average Speedtest figures are around 16 Megabits/sec download & 0.7 Mbps upload. Not brilliant but OK given that this is a totally wireless system, requiring no installation. Of course, you can always use a compatible 4G phone that has tethering and share with, say, a laptop.
In Figueres there are a couple of 'Movistar' shops (which are normally franchises). You can get their addresses, phone nos. etc. by searching for 'Movistar Figueres'. (For other operators, substitute as required.)
You don't say whether you need a temporary Internet connection (perhaps for a visit) or something longer term. If it's only temporary, you will probably be forced on to a PAYG tariff as the 'good' deals almost always require a 12 month commitment. It's still maybe better to get a local SIM than use your existing contract on a 'roaming' basis. As well as Movistar, there are loads of other 4G outfits in Spain, though only four of them (including Movistar) operate their own networks. As well the Big 4, you can choose between over 30 'virtual' operators who piggy-back on one of the others. Hopefully, you should be able to find some sort of deal that fits your needs.
Unless your phone can cope with two sims, you may need to use an old phone for your 'home' SIM if you're going to put a Spanish SIM in your main phone for tethering. Alternatively, 4G modems aren't very expensive. See the E5576-320 from Amazon.es for €37.22.
